City Council
About the Council
The Madras City Council is a Mayor-Council form of government. The Mayor is a two-year term, directly elected office and does not vote except to break tie votes. The Mayor is the spokesperson for the Council, influences the Council agenda, performs ceremonial duties, represents the City at events, can call Council meetings, and presides over Council meetings.
The six council positions are elected at-large on staggered four-year terms. All elected positions are uncompensated volunteers. The Council reviews and authorizes public improvements, approves contracts, and adopts resolutions and ordinances.
Meetings
- The Council holds regular meetings generally twice a month (Calendar) on the 2nd and 4th Tuesdays of the month. To receive meeting alerts or other information, you can subscribe here. Agendas and Meeting packets are typically distributed five days in advance of Council meetings. Council may also hold Work Session or Executive Session meetings on an as-needed basis.
Presenting to Council
- If you have a presentation for Council, you must contact the City Recorder by email or phone 541-475-2344 at least 14 days in advance of the meeting you would like to present at. The request will be forwarded to the Mayor and City Administrator for consideration.

Issue for Council Review/Public Comments
- If you have an issue you want resolved with the City, you should first contact City Hall and discuss it with the appropriate department. Many issues can be resolved by Staff without going to Council, or the issue can be brought to Council by the Staff member for resolution on your behalf.
- If you feel the issue did not get resolved by Staff, you are welcome to attend a Council meeting, complete a Public Comments form, and present the issue during the Public Comments period of the meeting.
Serving on the Council
There will be three Council seats open for the November 2022 election along with the Mayor's position. If you are interested in running for one of these positions, the ballot filing information can be found here. To serve on the Madras City Council, you must:
- Be a registered voter in Jefferson County; and
- Have resided within City limits for at least one year prior to your name being presented to the voters (approximately November).
Expectations of Councilors
- Regularly attend City Council meetings;
- Serve on the Madras Redevelopment Commission (meets the same night as Council Meetings) and the Budget Committee (meets annually); and
- Adhere to the Council's Policies and Code of Conduct.
