Elected Officials

The Madras City Council is a Mayor-Council form of government. The Mayor is a two-year term, directly elected office and does not vote except to break tie votes. The six council positions are elected at large on staggered four-year terms. All elected positions are uncompensated volunteers. All Councilors also serve on the Madras Redevelopment Commission and the Budget Committees, but also have the option of serving on a wide variety of other committees that help keep the City connected to the community and other government and service agencies. Council reviews the list of committees each year for relevance, changes, additions/deletions and makes appointments. Mayor Mike Lepin

Mayor Lepin has lived in Madras for 25 years and has been in the EMS field for 36 years. He currently serves as the Deputy Chief of EMS for Jefferson County Fire-EMS and volunteers as a reserve deputy with the Jefferson County Sheriff's office.  His past service includes the Marine Corps and Naval Reserves as well as the Madras Planning Commission and City Council.

Gary Walker

Councilor Walker lived in Madras from 1958-1966, moved away for a bit, but returned in 1979. He is the owner of Madras Marine and has been active on several boards over the years. Councilor Walker loves the Madras community and considers serving on the Council as a way to give back and help shape the future.

Jennifer Townsend

Councilor Townsend joined the Council in January 2018 to fill a vacancy and was re-elected in 2020. She is long-term resident of Madras and has lived, worked, volunteered, and raised her children in this community. She would like to see our community continue to prosper and be a place where people choose to live, work, and play. Mrs. Townsend owns Dreams Realty Group and is a licensed real estate agent actively working in all Central Oregon communities.  She has extensive experience managing large projects and problem-solving with a commitment to customer service, accuracy, quality, safety, cost effectiveness, and future planning. She is an active member of the Rotary Club of Jefferson County and served many years on the board for Little League in various capacities. 

In addition to City Council and the Rotary Club of Jefferson County Mrs. Townsend and her husband enjoy hiking, riding dirt bikes and spending time in the mountains. 

Gabriel Soliz

Councilor Soliz has resided in Central Oregon for 23 years and in Madras since 2014. He was appointed to the Council in July 2021 and wants to create positive improvement in the community. “This is my home and I would like to put my knowledge and skills to use in a manner that provides continued growth and prosperity to our City. The change we want to see in the world starts right here with each and everyone of us.”

 

Mike Seibold

Councilor Seibold is self-employed and moved to Madras in 2019. He graduated from Portland State University with a BS in Economics and a Minor in Communication. His background includes working with the Veteran’s Affairs Department to increase Native American participation rates, coordinating a canned food drive in Downtown Portland and participating in the Race for the Cure. He loves the City of Madras and wants to volunteer time and energy engaging with the community to help make Madras the best it can be for residents both now and in the future.

Patricia Spencer

Councilor Spencer has lived in Madras since 2014.  She is a medical doctor and small business owner in the Downtown Madras corridor. Dr. Spencer has a Master’s in Public Health and an MBA.  She has held positions as President of Hospital Boards, CEO and medical director of a cancer hospital, assistant professor of Molecular Biology and Biochemistry.  She looks forward to working with Madras residents to maintain the essence of their home while growing in a harmonic way.  She will focus on green areas (trails, revitalizing the creek, trees, bike, and walking spaces), health and safety of the community.  Dr. Spencer lived many years in Chile and is bilingual.

Lamar Yoder

Councilor Yoder is the owner of Dick Dodson Realty and has a background in construction. He has resided in Central Oregon for about nine years, two of which have been in Madras. He’d like to engage students from the Middle School and High School with the Council so they can become future leaders. He is interested in giving back to the community and wants to be a part of making Madras a better and safer place for residents. As a business owner, he would like to help improve Madras for businesses and increase economic development. He wants to help make Madras a place everyone can be proud of.
