City Budget
The annual fiscal budget for the City of Madras runs July through June. Staff begins preparing the annual budget each January, and has a draft budget prepared for the Budget Committee each April. The City Council approves the budget in June to take effect that July.
NOTICE OF BUDGET COMMITTEE MEETING
A public meeting of the Budget Committee for the City of Madras, Jefferson County, State of Oregon, to discuss the budget for the fiscal year July 1, 2024, to June 30, 2025, will be held in the City of Madras Council Chambers located at 125 S.W. “E” Street, Madras, Oregon 97741.
There will be three meetings: Wednesday, April 17, 2024, at 5:30 P.M.; Wednesday, April 24, 2024, at 5:30 P.M.; and Wednesday, May 1, 2024, at 5:30 P.M. The purpose of the meeting is to receive the budget document, hear the budget message, and take questions and comments from the public regarding the budget.
A budget copy may be viewed or obtained on or after April 12, 2024, at the Madras City Hall, 125 S.W. “E” Street, Madras, Oregon, between 8 a.m. and 5 p.m. This is a public meeting where the Budget Committee will deliberate. Any person may appear at this meeting and discuss the proposed programs with the Budget Committee. The budget will also be concurrently posted on the City of Madras website located at www.ci.madras.or.us.
City Finance Team Wins GFOA Award for Third Consecutive Year!
A panel of independent reviewers from the Government Finance Officers Association (GFOA) awarded the City of Madras the Distinguished Budget Presentation Award for the Fiscal Year beginning July 1, 2022. This is the third year in a row our city has received this distinguished award! The award represents a significant achievement by the City of Madras. It reflects the commitment of our entire team, Council, and Budget Committee in meeting the highest principles of governmental budgeting. In order to receive this award, we had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as:
- a policy document;
- a financial plan;
- an operations guide; and
- a communications device.
Budget documents must be rated "proficient" in all four of these categories, and in the fourteen mandatory criteria within these categories to receive the award. We are extremely proud of the work that has been done by everyone involved that has helped us achieve this honor and recognition.
Become a Budget Committee Member!
This is a chance for citizens to get involved. If you are a registered voter who resides within city limits and has an interest in all the programs and plans being prepared for your city, the Budget Committee is a great way to learn about these and get involved!
The Budget Committee meets a couple of times per year in the months of April-June to review the proposed operating and capital budget and make recommendations to the City Council for final enactment. The Committee makes recommendations to the City Council on the annual budget, the Financial Management Goals and Policies, and on specific issues as directed by the Council. The Budget Committee may also meet to discuss updates to long-range financial plans and policies.
