HISTORY:

2014:

  • City's Water Master Plan is completed by Devco Engineering, Redmond, Oregon.
  • A large part of the City's waterline system was determined to be undersized to serve the needs of the community.
  • Segments of the city’s water mainline date back the 1950’s or earlier, with 2” galvanized and 4” and 6” steel pipes. These small pipes have resulted in water transmission problems throughout the city, including low capacity, low pressure and high velocity within the system.
  • Aging pipes have been prone to leakage.
  • Cost estimates for the full scope of work were approximately $8.6M.

2019:

  • City staff researched funding to complete the full scope of work recommended.
  • The grant/loan funding available to complete the full scope of work would require the City to increase water service fees to customers. 

2020:

  • City staff worked with the design engineer to scale back the scope of repairs.
  • Plans and design for a reduced scope of replacement and repairs were developed by H.A. McCoy Engineering.
  • The City applied for a Community Development Block grant in the amount of $2,343,825 with a City match amount of $23,635 to fund the upsizing of smaller lines and replace aging waterline mains on "G" Street and portions of Madison and Lincoln Streets. 
  • This funding would not require the City to increase water service fees to customers.

2021:

  • Scope for the project went out to bid.

2022:

  • Construction began September 2022 
  • McKenzie Cascade is working on installing the new water line on G Street, Madison Street, and Lincoln Street. Once the line has been installed and tested the removal of the old lines will begin. 
SCOPE OF WORK:
  • Replace the mainlines with minimum 8” PVC pipes which is the minimum standard for installation of new water main lines.
  • Replace and install hydrants that do not meet fire code and upgrade existing services to current standards (new boxes, meters, and service lines).
  • Pave “G” Street, update ADA ramps, and pave a portion of Madison Street from “G “Street to Culver Hwy 361.
ESTIMATED CONSTRUCTION START DATE:
  • Construction is slated to begin the week of October 3, 2022 and run through July 2023.
  • Residents should expect delays and detours during this period.
ESTIMATED TOTAL PROJECT COST:
  • $2,343,825.00 (The City will contribute $23,635.00 towards the project costs.)
CONTRACTOR:
  • McKenzie Cascade Heavy Excavation was awarded the contract for construction of this project.
